Assuming Notre Dame did join the Big Ten and the Big Ten expanded

to 16 teams, then the divisions would probably look very similar to this:

East Division: Maryland, Penn St, Rutgers, Ohio St, Michigan, Michigan St, Notre Dame, and 1 more East Coast school
West Division: Indiana, Purdue, Illinois, Northwestern, Wisconsin, Minnesota, Iowa, Nebraska

*Although it is possible that Indiana or Purdue could be placed in the East and 1 more school would be needed for the West Division.

As far exposure for Notre Dame goes, there should be no issue when talking about their 3 OOC games. Their OOC schedule will probably be the following for most years: Navy, USC (maybe rotate that spot with Stanford), and 1 open slot. Remember Notre Dame has never played at Navy-Marine Corps Stadium. So whenever Navy is the "home" team, then the game is always played at some neutral site stadium. If Navy has no problem playing a game in Dublin, Ireland, then Notre Dame should have no problem getting Navy to agree to any location especially if it is close a naval base.
